Increase in Child Medical Evaluation Reimbursement Rates

NCPeds' Committee on Child Abuse and Neglect (CCAN) in collaboration with Children's Advocacy Centers of North Carolina, the Child Fatality Task Force and other partners, has successfully advocated for the NC General Assembly to allocate $725,000 in additional funding to increase Child Medical Evaluations (CMEs) from a current maximum of $250 to the national average of $575. The funding will increase access as well as the standards of care for evaluations.

A CME is a specific evaluation performed by a qualified medical expert (MD, DO, NP or PA) to determine neglect, physical or sexual abuse when it is suspected that a child is being abused or neglected by a parent or other caregiver. A CME supports further medical treatment and care for the child and provides a legal foundation for abuse/neglect in Department of Social Services Proceedings. Currently about 100 provider names are on a roster with the Child Medical Evaluations Program (CMEP) as available to perform CMEs, down from about 200 names in 2010.

The increased reimbursement rate is slated to begin March 1. Providers will need to file their claims through the CMEP to verify that the evaluation was performed at the request of a county Department of Social Services. Stay tuned to the NCPeds website for information on how to file.

Katie Lowry, MD, MPH, FAAP, was recently elected to NCPeds' Board.

A North Carolina native, Katie grew up in Pembroke, "Home of the Lumbee Tribe and UNC-Pembroke," she shared. After earning a BA in Biology and a MPH in Maternal and Child Health from the University of North Carolina at Chapel Hill, Katie continued her education at East Carolina University, where she earned her MD and completed her Pediatric Residency.

Katie said she is proud to be a NCPeds' Board member because the work "greatly impacts the health and welfare of North Carolina's children" and because she considers NCPeds the "lead in NC for everything Pediatrics." As Physician/Owner of Robeson Pediatrics in Lumberton for the past eight years, Katie also values that NCPeds "is as much about the little independent practice as for the large multicenter practices, or academic centers and hospital based medicine."

Outside of work, Katie enjoys spending time with family and friends through community volunteer events and church involvement. She and her husband, Mark Peterson, have four children: Marissa, Robert, Katelyn and Benjamin. A self described "foodie" Katie has been known to drag her family kicking behind her to adventurous new restaurants. The family enjoys movies, especially superhero films. Katie's "bucket list" plans include training for a half marathon and travel.
